This gets rid of the traditional leaf spring setup and gives you pivoting arms and Double Aeon rubber springs for a better ride quality. Sounds like maybe someone swapped your axles to a higher capacity which is why your brake assemblies sound like they are rated higher than what you found on the trailer info.
Based on what you have the best option is the etrailer brake kit part # AKEBRK-7-SA as these are going to fit and work well plus are self-adjusting so you don't have to worry about ever needing to adjust them.

Since we are not 100% sure of the serial number on your 2015 Keystone Cougar 279RKSWE I recommend verifying the bolt measurements on the pin box. A 1621 pin box is going to have the 5/8" bolt holes spread 2" vertically and 7-7/8" horizontally on center. If you have something different please let me know otherwise the Gen-Y Hitch 5th Wheel to Gooseneck Pin Box # GY58GR is going to be the correct bolt pattern and weight range for your Cougar.

We have the Trailer Axle Beam with Easy Grease Spindles # e45GR which has the 5200lb rating you need, along with the 86-1/2" hub face measurement you are needing, and then a local welder can remove the current spring seats that are 71-1/2" apart and move them to 68-1/2" apart.

Where I would check first though is the actual 12V battery that you mentioned being hooked up to. It's vital that the battery these systems are wired to are COMPLETELY charged and in good condition. If the Tekonsha Prodigy P2 Trailer Brake Controller part # 90885 shows a short in the system in idle conditions then you most likely have a short on the blue brake output wire. I recommend to inspect the blue wire from the brake controller to the back of the vehicle at the 7-way for any frayed or wire insulation cracks. If you find damaged wire you would need to replace it with part # 10-1-1.
